Well after much discussion it was decided that Idaho simply could not erected a tool booth on the side of the mountain so they did the next best thing, put out legislation for a 5.00 boater registration fee in Idaho for the invasive species protection. This is how they are funding the invasive species mitigation program. I am sure the majority of the invasive species came from Montana anyway. There is a catch however, the registration can only be purchased online at this point or by mailing the Idaho Department of Parks and Recreation in Boise a check for the 5.00 this is for ALL vessels over 10 feet and even on inflatables. This legislation was passed and finalized with the swoop of the governors pen on the 8th of last month get ready for some more interaction with the government.
Now that I have the bad news out of the way when are we going to be rafting again. I just got my yearly Montana fishing and hunting license so let the death begin!

It's a $57 fine for not having your boat quagga mussel registered. The enforcement of the registration requirement varies by county. Philly, I am assuming neither USFS law enforcement nor the river ranger is going to be enforcing this law???

Not quiet what I had in mind, but hey, any port in a storm. Wonder who is the poor bastard who gets the "honor" of enforcing that one on the Lochsa. Zipping from put-in to put-in on the weekends checking for stickers???? Hate to run into a group like ours....

Very true I would hate to be that poor employee!!! Just wanted to make sure you all knew about it prior to heading this way. IDPR said they were gong to use this as an educating year and not be very forceful in the registration. That is of course in a case by case basis and I am sure we would all be a different case, lol.

Yes, I might be one of those cases...seeing as how I live HERE and recreate HERE and we currently do not HAVE quagga mussels HERE, I should be exempt. Or at least I will exempt myself. Forest Service be damned.
Clearwater Land Restoration will do some pro-bono weed spraying or something to make up for it.
You work for the USFS. You probably have conversations with the river ranger, which is why I asked...but feds can't enforce state laws. So I guess I don't know what I was thinking.
I try not to have conversations with other USFS employees.....bad for morale...and I've never seen the river ranger.

I can't enforce federal environmental law, and the feds (EPA) can't enforce state environmental law. There is a lot of overlap and similarities state and federal laws like the federal Clean Water Act and the state Water Quality Act, but those are two entirely seperate laws.
You should ask one of your pine pigs whether they can enforce the Quagga Mussel Law, or other state laws.
